- Held EBMUD rate increases to a 6.5% cap during her first term.
- Voted to eliminate the 8% drought surcharge once hydrological conditions allowed.
- Expanded outreach on EBMUD’s Customer Assistance Program so more income-qualified households know they can apply for bill relief.

Stopped Toxic Soil Dumping — Protected the Watershed
- Led opposition to a soil-dumping project in San Leandro and Castro Valley that would have sent 100 trucks per day along Lake Chabot Road.
- Worked with the community on a petition opposing the project — more than 1,500 residents signed.
- Secured a better environmental outcome by redirecting the material to support Delta levee improvements instead.
- Voted against a separate soil-importation project on Redwood Road that contained asphalt, concrete, and pipeline material.

Uncovered $279 Million in Hidden Budget Transfers
- Elevated constituent concerns to EBMUD’s internal auditor.
- Contributed to findings that approximately $279 million had been transferred between capital projects without public visibility.
- Identified that staff had been moving funds from one project to cover overruns in another — out of public view.
- Pushed through transparency reforms so the pattern could not continue unnoticed.
