EBMUD’s Customer Assistance Program (CAP) cuts water and wastewater charges in half for qualifying low-income households. The discount is applied automatically every month — no reapplying needed.

April championed this program. When EBMUD proposed budget cuts that would have reduced CAP outreach, April voted to protect the program and fund expanded enrollment support — because she believes affordability isn’t optional for Ward 7 families.
