When April ran for EBMUD in 2022, California was coming off a multi-year severe drought. She saw a board that needed fresh perspective, direct community engagement, and a willingness to ask hard questions.
She ran — and won — because she believed the people of Ward 7 deserved a director who would show up, listen, and fight for their interests.

Stopped soil dumping on Lake Chabot Road
Blocked a project that would have sent 100 trucks a day through San Leandro and Castro Valley. Over 1,500 Ward 7 residents signed petitions alongside her — material redirected to Delta levee improvements.
Uncovered $279 million in hidden budget transfers
Elevated constituent concerns to EBMUD’s internal auditor — staff had been moving funds between capital projects without public visibility. Pushed through reforms so it can’t happen again.
Held the line on a 6.5% rate cap
Kept water affordable for East Bay families. Eliminated the 8% drought surcharge when the drought ended — money back in your pocket.
Voted against Redwood Road soil importation
The material contained asphalt, concrete, and pipeline debris — a violation of the principles of the 2019 Soil Importation Ordinance April helped establish on the Fairview Municipal Advisory Council.
