Community Advocates Speak in Support of Director Chan at EBMUD Board Meeting

At the May 13, 2025 meeting of the East Bay Municipal Utility District Board of Directors, community advocates spoke in support of Ward 7 Director April Chan during a period of public comment.

Community advocate Tuan Ngo addressed the board directly, challenging the treatment of Director Chan — the only Asian American woman on the EBMUD board — and calling for fairness in the investigative process. Ngo spoke to concerns about how the situation was being handled.

Director Chan was later cleared of all racial bias allegations by an independent investigation, which found no evidence that her conduct was racially motivated. The investigation also determined that she was the individual who received a threat of violence during the incident.

Director Chan continues to serve Ward 7 and is running for re-election in November 2026 on a record that includes stopping the Lake Chabot Road soil-dumping project, helping bring $279 million in out-of-view budget transfers to light, and voting to cap rate increases at 6.5%.
