Community Members Challenge Racial Profiling Allegations at EBMUD Board Meeting

At the April 8, 2025 meeting of the East Bay Municipal Utility District Board of Directors, two speakers independently challenged the board’s handling of allegations against Ward 7 Director April Chan.

Attorney Vernon Goins, speaking on Director Chan’s behalf, told the board that the situation “has nothing to do with race at all” and called the invocation of George Floyd in connection with a parking dispute “insulting” and “disgraceful.” He called on the board to provide Director Chan with due process before taking any action, stating: “A temporary removal is a removal, and Miss Chan deserves due process.”

Community member Evette Rivera addressed the board separately, calling it “completely disgusting” that Board President Marguerite Young invoked the name of George Floyd “over a matter that involves a parking space.”

An independent investigation conducted later in 2025 confirmed what these speakers recognized: there was no evidence that Director Chan’s conduct was racially motivated. The investigation also determined that Director Chan was the individual who received a threat of violence during the incident — not the other way around.

Director Chan was cleared of racial bias, violence, and misconduct. She continues to serve the residents of Ward 7 and is running for re-election in November 2026.
