01 Fire safety
Kept the Water Flowing for Firefighters
- Firefighters asked April for accountability from EBMUD. She delivered EBMUD’s first-ever fire hydrant inspection standard, supported by firefighters.
- Serves as an Alameda County Fire Commissioner.
02 Ratepayers
Protected Ratepayers
- Voted to cap EBMUD rate increases at 6.5% during her first term.
- Voted to eliminate the 8% drought surcharge once hydrological conditions allowed.
- Expanded outreach on EBMUD’s Customer Assistance Program so more income-qualified households know they can apply for bill relief.
03 Watershed
Stopped Soil Dumping — Protected the Watershed
- Led opposition to a soil-dumping project in San Leandro and Castro Valley that would have sent 100 trucks per day along Lake Chabot Road.
- Worked with the community on a petition opposing the project — more than 1,500 residents signed.
- Secured a better environmental outcome by redirecting the material to support Delta levee improvements instead.
- Voted against a separate soil-importation project on Redwood Road that contained asphalt, concrete, and pipeline material.

Helped Expose $279 Million in Out-of-View Budget Transfers
- Elevated constituent concerns to EBMUD’s internal auditor.
- Contributed to findings that approximately $279 million had been transferred between capital projects without public visibility.
- Identified that staff had been moving funds from one project to cover overruns in another — out of public view.
- Pushed through transparency reforms so the pattern could not continue unnoticed.

- First Asian American woman to serve on the EBMUD Board of Directors.
- Inaugural class of the EBMUD Community Water Academy (2022).

- Attends community meetings across Ward 7 — Hayward, San Leandro, Castro Valley, and Fairview.
